中国近代图书馆“法制”未能走向“法治”分析

图书馆"法制"和"法治"有区别又有联系,根据它们的异同分析中国近代图书馆的"法制"和"法治",可以得出中国近代仅有图书馆法制,虽然图书馆法治观念曾一度发展,但最终覆灭,未能使图书馆法制走向法治。其原因既包括图书馆外部大环境的影响,也包括图书馆内部小环境的制约。

There are some differences between the'library legal system'and the'library rule of law'.According to this analysis,there is only the library legal system in modern.Although the concept of the library rule of law once developed,but eventually disappeared.Finally,it failed to achieve the library rule of law in modern China.The reason is not only the external environment of the library,but also the internal environment.
