摘要 采用指标体系法计算全国31个省(直辖市、自治区) 2008—2016年科技资源配置效率,结果显示全国科技资源配置效率总体呈逐年提高趋势,且呈现东部高而西部低的规律。应用遗传算法(genetic algorithm,GA)对全国科技资源配置进行优化,结果理论上科技资源配置效率可以达到4. 70。把最优的科技资源投入产出组合与京、沪、粤等城市进行比较分析,提示科技资源投入要精准化,并培育良好的市场经济环境,使科技产出最大化,提高科技资源配置效率。 The index system method is used to calculate the efficiency of scientific and technological resources allocation of the 31 provinces,province-level municipality and autonomous regions from 2008 to 2016. The results show that the efficiency of the allocation of science and technology resources in the whole country is increasing year by year,but the East is higher than the West. The genetic algorithm is used to optimize the allocation of national scientific and technological resources,and the allocation efficiency of science and technology resources could reach4. 70. The best technology resources allocation with Beijing,Shanghai and Guangdong are compared and analyzed. It is put forward that the input of science and technology should be precise. A good market economy environment should be cultivated,and maximized the output of science and technology. The efficiency of technology resources allocation could be improved.
