The development of the social marketing economy has given an impetus to massive shift of people, possession and material, constituting a dynamic environment of controlling public security. To intensify controlling capability under dynamic environment must change the pattern that the public security organ supplies the “Individual Management”, the independent security service to the society, mobilize all positive powers, realize the social control of dynamic public security. To establish rigidity responsibility administrative mechanism, to intensify the government's cooperation among relative departments and functional full-play, to realize the compulsory administration in accordance with the law. The stabilization of the major public security problems should be completed in swift response through intensifying the police with science and technology, multi-police coordination as well.
