分析了工程款被拖欠是致使施工企业资金紧张的原因 ,从几方面阐述了拖欠工程款的原因及采取的对策 ,其目的是引起各级领导和部门的高度重视 。

The funds shortage of construction enterprises mainly caused by arrears of project fund. In this paper the reasons and countermeasures of this phenomena are elaborated from several aspects in order to attract attentions of relevant departments to solve contradictory situation of funds shortages in construction enterprises.
