摘要
当前我国一些高校的科研奖励制度改革中存在许多问题,如奖励体系不协调、奖励的分配程序缺乏公开性和公平性、注重数量而忽视质量等。要解决这些问题,首先应把科研奖励制度的设计放在整个高校内部制度改革和文化建设这样一个大的系统中去综合考虑、统筹兼顾;其次应正确处理个体激励与团队激励的关系;再次,高校科研奖励应按照不同学科的研究特点,特别是基础研究和应用研究的特点实行科学家共同体的承认与市场承认相结合的原则,等等。
There are currently many problems in rewarding scientific research in some institutions of higher learning in China.For example,the rewarding systems are not coordinated,the rewarding proce-dure is neither open nor fair,and preference is made to quantity rather than quality and so on.To solve these problems,first,the layout of a rewarding system and the internal system reform and cultural construction in the institution should be taken into account.Second,the relationship between individual and group encouragement should be handled properly.Finally,rewards of scientific research should be made differently according to different disciplines,especially those of basic study and application study,and based on both recognitions of scientists and the market.
