摘要
阐述了实现农业资源合理利用的战略措施和制度创新建议:一是提高人的素质,建立健全以法制为主体的约束机制;二是改革现行管理体制,强化资源综合管理和国家宏观调控;三是完善土地产权制度,促进土地使用权的流转;四是完善农业市场体系;五是加速科技进步;六是规范资源统计与估价;七是充分利用国内外两种资源两个市场,实现资源互补。
This paper expounds the strategic measures for realizing rational utilization of agriculture resources and new suggestions for system renovation: Firstly, to improve human quality and to establish a limiting mechanism with completing law system as the major part; secondly, to reform the existing management system and to strengthen comprehensive resources management and national adjustment and control from the macro - point of view; thirdly, to complete the system of land property right and to stimulate the circulation of land use right; fourthly, to complete agriculture market system; fifthly, to speed up scientific and technical progress; sixthly, to standardize statistics and appraisals of resources; seventhly, to fully utilize internal and external two resource markets and to realize resource complementary.
