摘要
在日本、法国等国家里,中小学教师具有公务员身份,其任用管理体现了公务员制度的管理特征。这种管理模式对选拔优秀人才加盟教师队伍、维持中小学教师队伍的稳定以及保障教师权益等都具有重要意义。
The paper indicates that the teachers in primary and secondary schools are civil servants in Japan and France,etc..The appointment and management modes for teachers in these countries have reflected the management characteristic of the civil service system.And it is illuminable and beneficial for selecting excellent persons,making the teacher staff stable and guaranteeing the teachers' rights.
