Countermeasures against the Irrational Industrial Structure in west China

西部产业结构不合理是制约西部地区经济增长的关键因素。西部在经济布局上计划色彩浓厚,机制不灵活,三大产业内部结构欠合理,企业技术落后,深加工能力差等严重制约西部地区经济的发展。因此,必须建立西部地区现代农业生产体系,大力发展农业产业化;加大传统工业改造力度,努力发展高新技术和新兴产业;积极帮助西部企业建立现代企业制度;大力扶持非公有制经济发展;充分发挥政府的宏观调控作用。

The existing irrational industrial structure restricts the economicgrowth seriously in western districts of China. Its disadvantages are as follows: theover@detailed arrangement but inflexible mechanism in economy; the irrationalinternal structure of the three big industries; the backward techniques, etc. In view ofthe existing situation, we must take the following countermeasures as to build modernagricultural production system in western districts; reform the traditional industries atfast pace; develop agricultural industrialization energetically; build modern businesssystem as well as render assistance to non@public ownership economy, and bringgovernment regulation into full play in an effect to achieve economic increase in thisregion. And so on.
