试论不确定条件下的农村土地流转制度

The Uncertainity and Systemization of Rural Land System Change

目前农业经营中的短期化行为严重影响了农业经济的发展,短期化的根源在于农民对于土地产权制度变迁的不确定性预期。要根除这一短期行为,确立起农民长期经营的动机,就必须将土地产权制度以法律的形式固定下来,真正"制度化"。土地制度变迁的路径应该是既能保障土地的社会功能,又能提高农业经营的效率。以此为目标,本文提出了给予原承包户优先承包权,承包权自由流转以及土地调整年限固定的方案。

The present shortterm behavior of agriculture management has produced serious influence on agriculture economy development the shortterm behavior originates in the peasants' uncertainity eapectation about land ounership system change.If the shortterm behavior is rooted out,the peasants' longterm managing motives is set up,the land ounership system will be fixed,and the systemization will be realized truely.The way of land system change should both embody the social function of land and raise agriculture managing efficiency.According to this purpose This paper puts forward:give the former family of priority to contract land;make the right of contracting land circulation;fix adjustment land the number of years.
