陕西省人力资源开发利用中的障碍已经严重地制约了陕西地区的全面发展。究其原因,障碍主要来自经济的、体制的、人文—心理和人力资源自身等方面。对策是加强人力资源投资力度,以教育创新带动走内涵发展之路,稳健推进人力资源管理的市场化,使人本思想得到有效落实。

The development and utilization of human resources in Shaanxi Province have already seriously restricted the comprehensive development of Shaanxi. The obstacle mainly comes from economics, system, human civilizations, psychology and human resources itself, etc. The countermeasure is to enhance the power of investment on human resources, use innovation of education to lead the way of the development of connotation, promote marketlization of human resources steadily, make the human centered thinking to be decided in advance effectively.
