Reform of State-owned Enterprise (SOE) and Transformation of Governmental Funct ions

针对山西省国有企业改革进程还比较缓慢的现状,阐述了国有企业进行实质性改革的目的及目标要求,论述了政府在国有企业改革中的职能作用及角色变换,指出政府作为国企改革的组织者,应从投资者的角色退出,通过制定规划,创造环境,吸引投资,为国企改革的顺利进行创造条件。

In the light of the present situation that the proceeding of the re fo rm of Shanxi's SOE is slower, this paper expounds the targets of the substantive reform of SOE and the requirements of these targets, discusses on the functiona l effect and role transformation of the government in the reform of SOE, and poi nts out that as the organizer of SOE's reform, the government should withdraw it self from the role of investor and create conditions for the smooth progress of SOE's reform through formulating plans, creating environment and absorbing inves tment.
