本文以探讨国有森工企业的制度障碍为出发点,提出国有林业创新的根本在于实施营林与林产品加工业分制的基本格局,打破国有森工企业内部现存的营林与林产品加工生产的关系,依据营林业和林产品加工业的不同特点,分别建立各自适合的运行机制和管理模式,从而形成营林与林产品加工业之间有效的经济制约关系的一种新的制度模式。提出原有国有森工企业框架下的经营制度将逐渐消失,营林生产将成为独立核算的生产项目,具有独立的生产经营组织形式,并成为国家经营林业的主体,基本路径是国有营林单位要依托现在的国有森工企业建制;而林产工业则逐步从国有经济中剥离,全面推向市场。

It is important to establish a new system in the state - owned forest area in China. This paper puts forward the base of the state - owned forestry innovations. Which is to study the basic train of thought of separating the forest ranging from the forest products processing, the internal relation of forest ranging and forest products processing in the state - owned forest industrial enterprise should be broken down and separately set up its operational mechanism and management model according to the different characters of forest ranging and forest products processing, which forms a new institutional model of a valid economic restrained relation between forest ranging and forest products processing. A new organization form of forestry production will emerge and replace the original management system, the forest ranging production turns into an independent accounting project and becomes independent production operation organization, which is regarded as the state entity of forest management. The basic path is that the state - owned forest ranging unit will turn into a new forest industrial enterprise and forest products industry gradually come off from the state -owned economy and get into the market.
