关于森林公园在发展中所面临问题及对策的探讨

Research on Problems and Measures Faced in the Development of Forest Park

本文通过对在开发和建设森林公园过程中所面临的六个方面的问题,特别针对由国有林场或林业部门开发和建设的森林公园展开探讨,提出了在我国加入WTO以后,虽然面临迅速发展的良好机遇,但也面临提高服务质量和管理以及森林公园之间竞争加剧的挑战。主要在思想观念、谁建设谁筹资、山林权属矛盾、管理体制与营销、经济效益和社会与生态效益、政府扶持和立法保护等方面问题提出自已的一些看法和对策。

Through probing into six aspect problems faced in the course of developing and constructing forest park, especially those forest parks developed and constructed by the state - owned forest farm and forestry department, this text gives the opinion that after China joined the WTO, though facing with a good opportunity to develop rapidly, they are also faced with the challenge of improving the quality of service and administration as well as fiercer competition among forest parks. It offers view and measures on problems such as thoughts and concept, who constructs who raises funds, contradictory of mountain and forest right, administration system and marketing, economic benefits, social and ecological benefits, government support and legal protection etc.
