分析了我国海外投资立法的现状 ,提出海外投资立法应遵循保证海外投资稳步发展、与国际投资法律制度相适应、维护国家经济安全三项特殊原则 ,指出我国海外投资立法应重点考虑根本法、配套法及缔结或参加国际条约三项核心内容 ,从而形成了关于我国目前海外投资立法的“双三”

The paper analyzes the present conditions of the overseas investment legislation of our country.It points out three special principles--ensuring steady development of the overseas investment, adapting our legal system to international investment legal system, defending our country's economical safety, and three key contents--drafting basic and serialized law, concluding or joining international treaty about the overseas investment legislation. These make up 'double three ideas'about the overseas investment legislation of our country.
