作为一种公共产品的制度 ,社会对它需求的数量与结构是由经济发展的水平和社会结构的类型所决定的 ,非正式制度在整个制度结构中的比例及作用的大小 ,也由经济发展的水平和社会结构的类型所决定。现阶段 ,对中国农村制度需求环境的基本判断是经济与社会均处于由传统向现代的转型阶段 ,因而非正式制度仍有发挥作用的空间 ,应重视其作用的发挥 ,并完善其实施主体即村民委员会 ,推动村民自治的进程。

The function and the proportion of The Unorthodox System in all systems,is also decided by the economical development level and the social structure type. At present,the environment about the demand of the systems in the countryside of China is: Both of the economy and the society are in the transferring period in which tradition is going to the modern extension. Thus, The Unorthodox System still has its function in some degree. We should pay attention to the function and accelerate the process of villagers autonomy by improving the villager committees system.
