在全面建设小康社会,真正发挥市场对资源配置起基础作用的同时,更要看到市场有其自身的弱点和消极的一面,必须加强和改善政府对经济的宏观调控,处理好经济转轨与政府干预经济的关系。政府介入经济领域,干预经济生活的主要原因是"市场失灵",即使在市场体系完善、市场机制健全的情况下,经济运行中也会出现市场机制不能解决或解决不好的现象。我国正处在经济体制全面转轨时期,政府对经济的宏观调控不能借助单一政策的灵活运用,而是要利用系统思维,整合各项政策的功能与效率。
