Review of Taiwan Higher Education at the Beginning of the 21st Century

21世纪初 ,台湾高等教育面临着十大问题。台湾当局采取了一系列对策。首先是出台了“大学教育政策白皮书”草案 ,这是台湾当前和今后一个时期高等教育改革的行动指南和法规依据。从 2 0 0 0年开始 ,台湾高等教育进行了一系列改革 ,包括 :成立大学系统、废除联考制、实施“高等教育回流体系方案”、逐步放开对大陆的高等教育政策等。

Higher education in Taiwan is facing ten major problems. To cope with them, the Taiwan authorities formulates the white paper on university education policy, which will act as the course of action and legal basis of higher education reforms in Taiwan. From 2000, a series of reforms were carried out in Taiwan: establishing a system of universities, abolishing the university entrance examination, putting into action the program of higher education recirculation system, allowing Taiwan student to attend China's Mainland universities, etc. However, these are stopgap measures that cannot radically solve the problems.
