国际漫游批量结算折扣原则及方法研究

Discount principle and methods in international mobile wholesale roaming

在研究国际漫游新的批量结算模式IOT(Inter-OperatorTariff)的基础上,指出了中国还没有行使IOT中应得的折扣权利问题。在引进IOT概念的基础上,从HPMN(HomePublicMobileNetwork)和VPMN(VisitedPublicMobileNetwork)两个角度将可能出现的折扣类型进行了分类。利用出超、入超的概念把中国移动漫游伙伴分为5类。用博弈论的方法对不同的分类漫游伙伴及折扣类型进行了分析,提出中国在国际漫游批量结算折扣中应遵循的原则,并给出了有效及实用的折扣方法。

According to IOT(Inter\|Operator Tariff), China does not have the discount right in international wholesale roaming market. On the basis of the IOT concept, the type of discount are classified the perspectives of HPMN(Home Public Mobile Network)and VPMN(Visited Public Mobile Network). With the concept of import surplus and export surplus, China's roaming partners are labeled into five classes. In view of the different partners and different discount, this paper uses the Game Theory and puts forward the idea that China should abide the discount principle. Some feasible discount methods are also given.
