Making use of foreign capitals is not only one of the main contents of Xuzhou's opening to the outside world but also one of the important conditions of its economic development.On the basis of an analysis of the disadvantages in the foreign funds absorbing mode and the investment environment,some suggestions are offered as to the improvement of them by taking into consideration the 'bottleneck'restricting Xuzhou's rapid development.
