水电项目勘测设计招投标规范化问题的思考

Thinking on the standardization of bidding and tendering for the investigation and design of hydro-engineering projects

随着建设工程承包、发包合同的不断完善和招投标制度的全面展开,水电建设项目勘测设计招投标活动也在不断拓展。为此,就水电建设项目勘测设计招标投标市场管理、招标投标评标标准及方法,以及勘测设计招投标存在的一些问题进行初步分析,提出了尽快编制水电建设项目勘测设计招投标合同范本及有关规定的建议。

With the continuous perfect of the contracting and bid awarding of construction projects and the overall development of bidding and tendering system, the activities of bidding and tendering for the investigation and design of hydroengineering project also are continuously widened. For this reason, this paper analyzes preliminarily some problems existed in the market management, and bid evaluation standards and methods of the investigation and design of hydroengineering projects. Then it puts forward some suggestions of quick development of contract demonstration samples and relative rules and regulations on the investigation and design of hydroengineering projects. 
