Utilization of all positive factors is the strategy of socialist construction with Chinese characteristics. The strategy which was held in 16th Party Conference has great importance. The implementation of the strategy should carry out 'four respects', form new ideas and new mechanism, manage interests relationship and contradiction, consolidate and develop united front and vitalize and cultivate national spirit.
