摘要
日本的行政程序法是在其行政改革中得以实现的,其立法过程表明政治行政改革对于立法的深刻影响;而法治化建设则是保障和完善行政改革成果的有力支撑。
The administrative procedure law of Japan was instituted in the course of Japanese administrative reform. This legislation process demonstrates that the administrative reform may exert a positive impact on the legislation; On the other hand, the implementation of ` the rule of law ` will effectively safeguard, as well as improve the administrative reformation.
