我国财政失衡的实证分析与对策

A Practical Analysis on National Financial Imbalance and Countermeasures to Deal with It

对于我国当前财政困难的认识,不能仅限于财政的总量、结构失衡,还应进行深层次分析,看到潜伏着的诸多财政隐患。近年来我国财政之所以失衡,既因为由传统经济向有计划商品经济转轨过程中各种机制的不协调,也由于急于求成的指导思想,改革过程中的某些失误,以及财政分配体制和政策设计的偏差。财政失衡是多年矛盾累积的结果,其根本解决必须从长计议,治标治本双管齐下,实行综合治理。

The difficulties of Government finance manifest not only in the imbalance of financialrevenue and expenditure and their structures but also a lot of covered defects. The reasonsfor the imbalance of China' s public finance are due to various mechanism dislocation in thecourse of conversion from traditional economy to planned commodity economy, over--anxious for quick results. some failures in the course of reform, and some defects in allotmentand policy designing. The imbalance of public finance is the accumulation of contradictionsfor many years. We have to tackle it in the long run, taking stopgap as well as radicalmeasures in a comprehensive way.
