本文就西方经济学者关于国有企业对克服市场失灵的作用及其如何实现的各种观点进行了评述。从实现计划调节、政府对社会目标的追求、推动经济发展、控制垄断、解决外部效应、保证公共物品的供给等方面分析了西方学者对国有企业作用的看法,并阐述了西方学者对目前国有企业效率不高原因的分析以及改革国有企业的建议。

This paper discusses Western economists' viewpoints on state enterprises regulating thedefects of market mechanism and how do they function. Analysis on western economists'views about state enterprises has been made in the fields of realising planning-regulation,government's pursue for social targets, spurring the development of economy, controllingmonopoly, solving external effects, ensuring the supply of public goods, etc. It also relatesanalysis by westerners on the reasons for inefficiency of present state enterprises and theirsuggestions for reforming state enterprise.
