Optimum Resource Deployment and Organization

优化企业组织有两层涵义,一是企业资源配置的合理化,二是企业产权关系的明晰化。前者是生产力诸要素的组合问题,后者是资源或财产权利的分配问题。两者间既矛盾又统一。文章将两者联系起来,通过对企业资源配置的两种形式——单项要素转移和要素整体的转移,对企业资源配置的两种机制——行政配置机制和市场配置机制的比较分析,阐述了要素流动、资产重组及产权转让对优化公有制企业组织、明晰产权关系及确立企业法人产权的特殊意义。

Rationalization of enterprise organization comprises two meanings:firstly the rational-ization of resource deployment,and secondly the clarification of enterprise proprietor rela-tionship,i. e.,the distribution and combination of the rights to resources or aasets. Both arecontradictory and unital. This paper has them assoctated and analyse the two forms of enter-prise resources deployment, namely, the transfer of single element and element packagetransference,and comparatively analyses the two mechanisms of enterprise resource deploy-ment, namely, the mechanism of administrative deployment and the mechanism of marketdeployment, and further expounds the significance of elements flow,assets reorganisationand proprietorship transference to the improvement of enterprise organisations owned by thepublic, to clarification of proprietor relationship and to verification of proprietorship of en-terprise legal person.
