摘要
根据《中华人民共和国招标投标法》中规定的中标标准,评述了综合评标法和合理最低投标价格评标法的特点.提出现阶段对规模较大、技术较复杂、综合利用的大、中型水利水电工程宜采用综合评标法,并分析其优点.详细研究综合评分法的程序(初评、终评)、内容、标底的确定、权重的确定等.重点探讨资信、单价及费用组成、总报价、技术4个方面指标的评分,提出资信、单价及费用组成、技术3个方面的评分采用评判等级评分法,总报价则可以直接赋分.
According to the biddingappraising standard in the 'Bidding and Tendering Law of the People's Republic of China' and the stipulations concerned, the characteristics of the comprehensive markgiving method and the reasonable lowest bidappraising method are discussed. At the present stage, it is appropriate to adopt the comprehensive markgiving method for large and middlesized multiobjective water conservancy projects with complicated technologies, and the advantages of the markgiving method are also analyzed. Then the procedures including the preliminary and final evaluation, and contents are studied for the comprehensive markgiving method, and methods for determination of the markdown and the weight of each element of a bid are also discussed, with emphasis placed on the evaluation of the qualification, unit price and cost composition, total quoted price, and technology. It is concluded that the grade judgment method can be used for evaluation of the qualification, unit price and cost composition, and technology, and that the direct marking method is suitable for evaluation of the total quoted price.
