用“城乡统筹”的眼光解决中国的农业、农村和农民问题是经过改革开放乃至建国五十多年来艰难探索提出的一个最优办法。可以从几个层面考虑“城乡统筹”,但矛盾的主要方面是政府,是更深层次的制度性因素。因此,要彻底打破农村居民向非农产业转移的最大体制障碍,改变支持农业和农村经济发展的政策,从根本上保障农村土地制度的完善与稳定,进一步深化农产品流通体制改革,改革原有的农业发展管理体制,以法律的形式确认各种经济手段。

The way of 'city and country plan as a whole' is the best to solve Chinese problem ot agriculture, countryside and peasant after long-time and hard explore from reform and opening, even fifty years form foundation of PRC. We can consider 'city and country plan as a whole' from several levels, but the principal aspect of contradiction is the government, deeply is system itself. Therefore, the biggest system obstacle which prevent peasant transfer to non-agriculture industry should be broken thoroughly, the policy supporting village economy to develop should be changed, in order to keep the village land system perfect and stable.
