新时期山西省城市就业与贫困问题研究

A Study of Urban Employment and Impoverishment in Shanxi in the New Period

近年来 ,山西省城镇贫困人口人员身份、年龄结构都发生了根本的变化 ,其主体已经由以往的鳏、寡、孤、独、残变成在岗、下岗、失业与离岗人员 ,并以壮年人口为主体。这些人员的贫困主要是由就业不足以及就业质量较差引起的 ,需要通过提高就业竞争能力、完善国企改革。

In recent years, the urban impoverished residents in Shanxi province have changed in their status and age. At present, the main part of them is not composed of widowers, widows, orphans, childless couples and the disabled but mainly composed of workers in harness, laid-off and jobless workers and workers who have left their jobs,and most of them are in their prime of life. The cause of their impoverishment is under-employment and poor-quality employment. To solve the problems, their employment competitiveness should he enhanced, the reform of the state-owned enterprises should be improved and great efforts should be made to improve the system of subsistence allowances for urban residents.
