Quality Optimization of Micro-government Information Disclosure in the New Era

【目的/意义】新时代下我国社会主要矛盾的历史性变化,对微政务信息公开质量提出了更高的要求。而合理的下级政府微政务信息公开多目标设定,将为优化现有激励以提升微政务信息公开整体质量提供参考。【方法/过程】本文摒弃传统的线性激励模型,引入Cobb-Douglas函数,综合考量公开质量(范围、时间、费用任务)与信息质量(内容任务),改善优化已有激励措施,推动政府更好地提升微政务信息公开质量。【结果/结论】研究表明:微政务信息公开质量的优化,取决于上下级政府对质能转换因子、任务相对重要性及激励盲区的合理判断与运用。

【Purpose/significance】In the new era, historical changes have taken place in the major social contradictions in our country, which means higher requirements for the public quality of information disclosure. So, reasonable setting of multi-objective micro-government information disclosure will provide references for optimizing the existing incentives to improve the overall quality of micro-government information.【Method/process】In this paper, we abandon the traditional linear excitation model, and take the disclosure quality(scope, time, cost task) and the information quality(content task) in-to account, which helps optimize the existing incentive measures to promote the government to improve the quality of micro-government information disclosure.【Result/conclusion】Research result shows that: the quality optimization of micro-government information disclosure depends on the rational judgment and application of the upper and lower governments on the mass and energy conversion factor, task relative importance and the encouragement blind area.
