基于灰色关联分析的高校科技人才流动影响因素及策略分析——以吉林省高校为例

Influential Factors and Strategic Analysis of Scientific and Technological Talent Mobility in Universities by Grey Correlation Analysis——Take Colleges and Universities in Jilin Province for Example

【目的/意义】作为科技创新主导力量的高校科技人才,是实现吉林省经济社会发展水平在新一轮东北老工业基地振兴战略中全面提升的重要保障。【方法/过程】研究以吉林高校为例,针对影响高校科技人才流动的宏观经济运行、产业结构、财政投入、劳动报酬和研究环境等五类影响因素,借助灰色关联分析算法对各影响因素与高校科技人才流动的关联度情况进行了分析。【结果/结论】通过建立多元引才机制、注重本土人才培育、完善人才激励机制、健全人才评价体系和规范人才流动管理五个方面措施的制定和实施,实现对吉林高校科技人才流动失序问题的解决。

【Purpose/significance】Scientific and technological talents,as the leading power of scientific and technological innovation,are the important guarantee of whole promotion in realizing the economic and social development in Jilin province during the new round of the strategies of revitalizing northeast old industrial base.【Method/process】Taking the universities in Jilin province for example,targeting the five influential factors of macroeconomic operation,industrial structure,financial input,labor compensation and research environment which affect the mobility of scientific and technological talents,the study analyzes the relationship between various influencing factors and the flow of scientific and technological talents in colleges and universities with the help of grey relational analysis algorithm.【Result/conclusion】By way of draft and implementation of the following five measures:the establishment of multiple introducing talents mechanism,focusing on nurturing local talents,the improvement of the talent incentive mechanism,building the whole evaluation and selection system and regulating the flow of talent management,solving the problem of the disorder of the flow of scientific and technological talents in Jilin universities will be realized.
