信息生态视角下供电企业数据资产管理模型及价值评估方法研究

Data Asset Management Model and Value Evaluation Method of Power Supply Enterprises from the Perspective of Information Ecology

【目的/意义】针对供电企业数据资产利用效率低下、管控措施不健全、价值评估方法匮乏等问题,本研究围绕着电力企业信息生态的核心思想,阐述了电力企业数据资产管控的生态化模型,并结合实际应用在供电企业数据资产管理过程中。【方法/过程】本研究提出了供电企业的数据资产管理模型,其内涵包括数据资产的全寿命管理和生态化管理模型运行机制,并通过多维度分析法来挖掘电力数据潜在价值,以实现量化电力数据资产的要求,最后运用YAAHP层次分析软件对各类电力数据指标进行权重计算和一致性检验。【结果/结论】在机理阐述部分通过浙江省YH供电公司为例进行了实证检验,实验结果证明了通过YAAHP层次分析法可有效对供电企业数据资产进行评估并挖掘其深层次的应用价值,以便为供电企业在未来发展规划中提供理论支撑,使数据资产不断为供电企业创造经济价值。

【Purpose/significance】In view of the inefficient use of data assets in power supply enterprises,the lack of sound management and control measures,and the lack of value assessment methods,this study focuses on the core idea of power enterprise information ecology,and expounds the ecological model of power enterprise data asset management and control,combines it with the actual application in the data asset management process of power supply enterprises as well.【Method/process】This study proposes a data asset management model for power supply enterprises,which includes the life-cycle management of data assets and the operation mechanism of ecological management model,and explores the potential value of power data through multi-dimensional analysis to achieve the requirements of quantifying power data assets.Finally,the YAAHP hierarchical analysis software is used to calculate the weight and consistency of various power data indicators.【Result/conclusion】In the mechanism explanation part,an empirical test is carried out by taking Zhejiang YH Power Supply Company as an example.The experimental results prove that the YAAHP analytic method can effectively evaluate the data assets of the power supply enterprise,so as to provide theoretical support for the power enterprise’s development department in the future development plan,so that the data assets continue to create economic value for the power supply enterprise.
