摘要
[目的/意义]文章旨在明确政府开放数据全生命周期的概念内涵,并构建系统动力学模型研究其结构。[方法/过程]从系统论视角出发,提出了政府开放数据全生命周期的概念;构建了政府开放数据全生命周期概念模型;分析5个子系统的主要影响因素,构建因果关系图;进一步构建系统流图,论述了系统要素间的逻辑关系及系统运行规律。[结果/结论]政府开放数据全生命周期可分为5个时期,各个时期互相作用共同决定了政府开放数据程度。政府部门不仅应关注开放数据的数量,更应鼓励用户对数据的利用和再利用,并尽可能提高数据质量实现数据再生。
[Purpose/significance]The purpose of this paper is to clarify the conceptual connotation of the government open data full lifecycle and to construct a system dynamics model to study its structure.[Method/process]From the perspective of system theory,the concept of government open data full lifecycle is proposed,and the concept model of the government open data full lifecycle is constructed.The main influencing factors of five subsystems are analyzed,and the causal relationship diagram is constructed.The system flow graph is further constructed,then the elements,the logical relationships and the law of operation of this system are discussed.[Result/conclusion]Government open data full lifecycle can be divided into five periods,and the interaction of each period determines the degree of government open data.Government departments should not only pay attention to the quantity of open data,but also encourage users to use and reuse data,and improve the quality of data to achieve data regeneration.
