基于文本分析的科技资源管理政策研究——以湖北省为例

Research on the Science & Technology Resource Management Policy Based on Textual Analysis:A Case Study of Hubei Province

[目的/意义]以湖北省为例,分析科技资源管理政策的现状、趋势与问题,为制定合理的科技资源管理政策提供参考。[方法/过程]系统收集、整理与核定2003—2017年湖北省科技资源管理政策,采用文本分析法从文本数量、类型、主体构成、内容和政策工具5个方面对其进行深入研究。[结果/结论]科技资源管理政策的制定受国家创新战略的影响十分显著;政策文本内容具有较强的试探性,但是尚未建立反馈和修正机制;政策制定的部门之间的协调性不高;推动科技资源共享和科技信息流动的政策相对缺乏;政策工具中引导类政策工具使用比例偏低。针对以上研究结论提出相应的政策建议。

[Purpose/significance]Taking Hubei Province as an example,this paper analyzes the current situation,trends and problems of science and technology resource management policies,and provides reference for formulating reasonable related policies.[Method/process]This paper systematical collected and verified the related policies from year 2003 to 2017,then presented an in-depth research on policy number distribution,paper types,issue body,policy content and policy tools by using textual analysis method.[Result/conclusion]The formulation of science and technology resource management policy is greatly influenced by national innovation strategy;the content of policy is tentative,but lack of feedback and revision mechanism;the coordination between policy-making departments is not high;the policies to promote the sharing of science and technology resources and the flow of science and technology information are relatively lacking;and the proportion of guiding policy tools is low.The corresponding policy recommendations are put forward aimed at above research conclusions.
