我国地方政府数据开放绩效的影响因素——基于定性比较分析的研究

Influencing Factors of Local Government Data Open Performance in China:A Research Based on Qualitative Comparative Analysis

[目的/意义]探究政府数据开放绩效的影响因素对进一步推进政府数据开放具有重要意义,但学界这方面研究比较匮乏。[方法/过程]运用定性比较分析方法从政府内部与外部两个层面选取6个解释变量,以47个地方政府数据开放平台为研究样本,考察我国地方政府数据开放绩效影响因素。[结果/结论]研究结果表明,地方政府数据开放绩效受到多元复杂因素影响,制度规范是其中最为关键的因素。从条件组合看,存在三种形成地方政府数据开放高绩效的模式。建议地方政府通过加强法制化建设、发挥政府主导性作用与积极培育外部环境等措施进一步促进地方政府数据开放取得实效。

[Purpose/significance]Exploring the influencing factors of government data open performance is of great significance to further promote government data open,but there is a lack of research in this area.[Method/process]Six explanatory variables are selected from two levels of internal and external government and 47 local government data open platforms are selected as the research samples to examine the influencing factors of local government data open performance in China by qualitative comparative analysis.[Result/conclusion]The results show that local government data open performance is influenced by many complex factors.Law and policy are the most critical factors.From the perspective of condition combination,there are three models to form high performance of local government data open.It is suggested that measures such as strengthening the legalization construction,giving full play to the leading role of the government and actively cultivating the external environment should be taken to further improving the local government data open performance.
