开放政府数据评估框架下的数据质量调查与启示——基于《中国地方政府数据开放报告(2018)》

The Investigation and Enlightenment of Data Quality Based on the Open Government Data Evaluation Framework:A Study of“the Local Government Data Open Report in China( 2018) ”

[目的/意义]随着大数据战略布局的加快和开放政府数据运动的推进,政府数据的质量问题日益凸显,解决数据质量问题将直接提升开放政府数据的水平。[方法/过程]基于《中国地方政府数据开放报告(2018)》的评估框架,从准备度到数据层全方位调查我国地方政府开放数据平台的数据质量现状。[结果/结论]在借鉴国外经验的基础上,以期从政策保障和平台功能两个方面为解决数据质量问题提供借鉴和参考。

[Purpose/significance]With the acceleration of the strategic layout of big data and the promotion of open government data movement,the quality of government data has become increasingly prominent,solving data quality problems will directly improve the openness of government data.[Method/process]Based on the evaluation framework of'the Local Government Data Open Report in China(2018)',the data quality of the local government open data platform is investigated all-round from the preparation level to the data layer.[Result/conclusion]Therefore,based on the experience of foreign countries,we hope to provide references and recommendations for solving data quality problems from the aspect of policy guarantee and platform function.
