摘要
[目的/意义]为公共文化服务改革和创新提供理论和实践依据。[方法/过程]分析浙江省百分之一文化计划、村企联动、国办民助、服务外包、政府采购等创新案例,阐述公共文化服务从一元走向多元的经验和启示。[结果/结论]基于政府、市场和社会的多元合作供给机制更有效,在坚持公共文化服务公益性的前提下,能借助市场和社会力量给予公民更多的选择和更好的服务,快速提高公共文化服务能力、效率和水平。
[Purpose/significance] The paper is to provide theoretical and practical basis for reform and innovation of public cultural service. [Method/process] The paper analyzes innovation cases in Zhejiang such as 1% cultural programs, village enterprises linkage, run by state and assisted by civilian, outsourcing, government procurement, and elaborates experiences and inspirations of public cultural services from unary to multiple. [Result/conclusion] Multiple cooperative supply mechanism basing on government,market and society is more effective, while adhering to the premise of public cultural service commonweal, it can use market force and social forces to give citizens more choices and better services, so as to improve ability, efficiency and level of public cultural service rapidly.
