科技情报工作改革模式初探

DISCUSSION OF MODE OF REFORM IN SCI-TECH INFORMATION WORK

作者指出,科技情报工作的改革已经势在必行。文章试图从以下三个方面来论述情报工作改革的重点:一是要实现情报工作的宏观工作模式上的三个转移,即从单纯行政管理向'市场调节'转移;从无偿情报服务向有偿服务转移;从单一科技信息服务向技术经济综合服务转移,从而使科技情报更有效地为经济建设服务。二是要实行科技情报部门的微观管理上的改革,用经济杠杆来激发情报的活力,用定额承包的方式来提高情报工作的效率。三是在改革的同时,应处理好'有偿与无偿','计划管理与市场调节','国家、集体、个人'几个关系,保证改革的顺利进行。

In an attempt to discuss the crucial points in retorming information work from three facets, the author points out that the reform in sci-tech information work is a trend inevitable. The first is to realise the three transfers in the macro mode of information work, i. e., the transfer from purely administrative management to "market adiustment", from information service gratis to charge-for service, and from single-phase sci-tech information service to technical and economic integrated service. The second is to carry out the reform of micro management of sci-tech information departments using the economic lever to invigorate the vitality of information and the method of contracting to raise the efficiency of information work. The last is to handle nicely the relationships between "service gratis and charge-for service", "planned management and market adjustment" and "the state, the collective and the individual" so as to ensure the smooth carrying out of the reform.
