摘要
文章分析了中国科技情报事业的实力和现状,试图探索情报事业体制改革的方向。全文分两大部分。在第一部分中,作者运用统计资料和调查结果,从五个方面勾画了我国科技情报系统的基础结构。第二部分中,运用比较研究的方法,从体制和制订国家情报政策的角度,对比了中外情报结构的基本差异,由此提出中国科技情报系统的基础结构具有四大特征;国家性,行政同构,面向科研的模式,弱指导性控制。文中附有统计表格30份,图4张,参考文献43篇。
The paper analyses the actual strength and present status of China’s scitech information set-up. Making use of statistical data and the results of survey, the author sketches the basic structure of China’s sci-tech information system from five facets and makes a comparison of the basic differences between domestic and foreign information organs from the angle of framework and the draughting of state information policies from which is concluded that the basic structure of China’s sci-tech information system should possess four maior characteristics, namely: national nature, administrative isomorphism,pattern directed to scientific research,and weak guidance control. Appendices at end of paper include 30 tables, 4 diagrams and 44 references,
