文章通过文献调查方法与网站调查方法相结合的方法,分析了英国联合信息系统委员会出版总成本项目的研究现状和实施策略。英国开放出版项目为我国图书馆推进学术资源开放获取提供重要启示,包括:成立专门谈判研究机构、充分发挥联盟整体优势、国家层面推动数据收集、积极推广使用开放标准和建设学术资源集成平台。

Combining a literature survey with a website survey,this paper analyzes the research status and implementation strategy of the Jisc Collections’s Total Cost of Publishing project in the United Kingdom.This article provides inspiration for library in China to promote open access of academic resources,which includes setting up a special negotiation research institute,taking full advantage of the alliance,collecting data at a national level,promoting the use of open standards actively,as well as building an academic resource integration platform.
