As we close the century, facing th e new ch allenges of a social environment, both the practices and the theories of public administration have undergone a significant repositioning. New institutionalism, network theory and governance theory will be the three primary theories guiding our work, and the administrative conjunction will be the new practice of public administration which is to deal with the new challenges. In sum, public adminis tration has changed to such an extent as to have repositioned itself in politica l science.
