西部地区乡村振兴的组织动员机制刍议

Research on organization and mobilization mechanism of rural revitalization in western region

构建现代化的组织动员机制是乡村振兴战略实施的保障。面对城乡区域转型中的社会结构深刻变革、全面深化改革进程中城乡利益格局重大调整,西部地区农村现有的组织动员机制面临严峻挑战。基于组织动员机制在不同领域对乡村基层政府、农业产业化企业、民间社会组织和广大农户等在推进乡村振兴中实现集体行动的积极作用,结合国内外乡村振兴组织动员的成功实践,分析比较西部地区乡村振兴中的组织动员构成要素和基本类型,提出在现代化组织动员的动力机制、运行机制和保障机制的构建完善中,西部地区应通过加快培育基层政府、社会和农村集体、精英贤达等各类动员力量,积极调动城乡社会资源和整合不同社会组织,共同助力西部地区乡村振兴战略的实施和全面建成小康社会目标的顺利实现。

Constructing a modern organization and mobilization mechanism is an important guarantee for the implementation of rural revitalization strategy.In the face of the profound change in the social structure in the transformation of urban and rural areas and the major adjustment in the pattern of urban and rural interests in the process of comprehensively deepening reform,the existing organization and mobilization mechanisms in the western rural areas are facing severe challenges.The study is based on the positive role of the organization and mobilization mechanism to promote the rural revitalization in different fields for rural grassroots governments,agro-industrial enterprises,civil society organizations and the majority of farmers to realize collective action,and combine the successful practice of organization and mobilization in rural revitalization at home and abroad.We analyze and compare the constituent elements and basic types of organization and mobilization mechanisms in rural revitalization in western China,and then propose that in perfecting the dynamic mechanism,the operation mechanism and the safeguard mechanism of the organization and mobilization in modernization,we should accelerate the training of grassroots governments,social and rural collectives,elites and other mobilization forces,and actively mobilize social resources in urban and rural areas and integrate different social organizations to work together to help the implement of the strategy for revitalizing rural areas in the western China and achieve the goal of building a moderately prosperous society in all respects.
