Thoughts on Strengthening Municipal Management of Highway

在经济新常态下分析研判公路发展面临的形势,是做好公路工作的前提和基础。国家公路交通发展政策、国家经济发展战略、综合交通枢纽和物流枢纽的建设将为公路交通发展提供了前所未有的机遇。同时也面临着项目推进受制约、资金周转压力大、新的公路发展投融资机制尚未建立、公路管理体制不完善、道路超载现象越来越严重、治理难度大等新挑战。面对挑战,我们必须在公路建设、公路养护、路政管理、治超工作、文明执法等方面加强管理。

It is necessary to comprehend and research on highway development under the condition of New Normal economy.Recent years,in the spirit of national highway development policy and strategy of national e-conomic development,many comprehensive transportation hubs and logistic hubs have been constructed in Chi-na,which offers unprecedented opportunities to highway development.Meanwhile,relevant financing and in-vestment system hasn't been established and highway management system is still imperfect,which have con-straint highway development.So highway management should be strengthened on these following aspects:highway construction;highway maintenance;overload administration andcivilized law enforcement.
