盛世才时期新疆札萨克盟旗制度"改土归流",是近代新疆传统行政体制一体化与民族地区现代化改造的重要部分。囿于20世纪40年代后日益恶化的边疆形势,导致其改革在局部地区出现迟滞与反复,一定程度上影响了新疆社会现代化进程。

Bureaucratization of native officers is an important part of the modernization process of Xinjiang ethnic areas. It attempts to accomplish the task of modernization in Xinjiang Ethnic Areas in economic, cultural and political. This work process is delayed in the local area because of the deepening crisis in the border areas. But it did not interrupt the process of social modernization in Xinjiang.
