任何一种制度都是一定思想的体现。学分制与学年制的实质问题 ,是深层的人才培养运行机制的问题 ,更是一种教育思想和教育观念的问题。因为它必将深刻地影响乃至改变学校管理工作的方方面面。所以实施学分制首先要彻底转变观念 ,从建构新的教育管理体制的高度去认识 ,强化学校的育人宗旨 ,树立以学生为主体的思想理念。

Any kind of system ia the embodiment of certain thoughts.The substantive issue between the credit system and the academic year system is a deep operating mechanism issue of personnel training;even more,it is an issue of education thought and teaching idea because it must profoundly affect and change all the aspects of the school management.So we should change the traditional idea,establish the concept of treating students as the subject,enforce the aims of students' education,and construct new system of educational management.
