摘要
青年失业是近年来世界各国(地区)关注的社会议题。中国台湾地区2017年失业率平均为3. 76%,15—24岁青年族群失业率却高达11. 92%,远高于日本、徳国、韩国与美国。本文基于当前台湾青年就业的政策与实践经验,探究青年失业的可能脉络与工作理路。研究建议整合"职涯辅导""就业媒合""职业训练"体系,协助青年充分就业,以达到青年培力与社会融入的目标。
Youth unemployment is an important issue in the world. The total rate of unemployment is3. 76% in Taiwan,China. The rate of youth unemployment was 11. 92% in 2017. This rate is higher than that in Japan,Germany,Korea and US. The purpose of this paper is to explore the policies toward youth unemployment in Taiwan. Some suggestions are recommended for practice:(1) Integrate career guidance,employment agencies and employment training systems.(2) Empower youth employment capability and engage social inclusion in the labor market.
