青年积极的社区参与是如何成为可能的?——上海基层社区个案研究

How is it Possible for Youth to Participate Actively in the Community?——A Case Study of the Communities in Shanghai

基层社会治理创新需要青年积极的社区参与,上海共青团与基层社区开展了促进青年社区参与的创新性实践。与以往的研究结果不同,本次调研发现,一些社区形成了青年社区参与活跃的典型案例。通过对案例的剖析,可以发现青年社区参与的三种模式:社区公益创业型、业委会主导型、社工机构介入型。上述模式的形成过程展示了青年社区参与的发展路径。进一步分析其过程,可以发现如下促进青年社区参与的策略:青年社区参与的需求发现和意愿唤醒,青年关系的建立及"人情味治理",青年社区参与的组织化合作网络建构,青年社区参与的制度建设与社区文化营造。然而,调研也发现,青年社区参与仍然面临种种问题,积极而广泛的青年社区参与,需要在政策与制度支持下,在多方合作的社区再造过程中实现。

Innovation of social governance needs active community participation of youth.In order to promote youth community participation,Shanghai Communist Youth League and the communities in Shanghai have carried out a series of innovative practices.Different from previous research results,this survey found that some communities have formed their typical cases of active youth community participation.Through analyzing the cases,we can find three modes of youth community participation:community public welfare entrepreneurship,industry committee leading and social work organization involvement.The formation process of the above modes shows the development path of youth community participation.After further analysis of the process,we found the following strategies to promote youth community participation:needs discovery and raising their awareness of joining youth community work,youth relations building and'humanistic governance',organizational cooperation network construction,institution construction of youth community participation,and community culture building.However,the survey also found that youth community participation still faces various problems.Active and extensive youth community participation needs to be realized in the process of community building through multi-party cooperation with the support of policies and systems.
