摘要 近年来中国新能源消纳矛盾日益突出,新一轮电力体制改革为缓解新能源消纳困局提供了新的契机。文章着眼于市场过渡期如何采用市场机制促进中国新能源消纳,在分析市场过渡期中国新能源消纳模式、机制现状及存在问题的基础上,重点提出日前发电合同转让、基于日前预挂牌的电力平衡机制等市场过渡期促进中国新能源消纳的短期交易机制,为完善新能源消纳的市场机制提供参考。与此同时,提出新能源参与市场消纳的配套机制与支撑技术,包括加强企业经营经济效益考核;适应市场方向,完善新能源补贴政策;加强新能源功率预测,提高新能源发电参与市场的能力。 Renewable energy integration became an increasingly critical issue in China. The new round of electricity market reform provides new opportunities to alleviate the renewable energy integration problem. This paper focuses on the integration mechanism of renewable energy in the electricity market transition period. The market participation mode as well as the current situation of market mechanisms in integrating renewable energy are analyzed first. Then the improved market mechanism design is proposed, which facilitates renewable energy integration. Finally, supporting mechanisms and technologies for the market integration of renewable energy are proposed, which includes elimination of power generation evaluation of power generation companies and encouragement of economics evaluation, adjustment of renewable energy subsidy policies, and improvement of renewable energy forecast technology.
