摘要
风电供暖是提升风资源利用水平的重要举措,但在传统模式下,碍于供暖企业投资成本、电网和风电企业经营效益、采暖用户期望电价等制约因素,各方参与意愿不高,制约了风电供暖的大规模推广应用。从电力平衡角度重新解读风电供暖的物理属性,从推动电力体制改革以及促进电力系统源—网—荷协调的角度出发,经研究提出了以"回归电力、市场购电"为核心理念的风电供暖模式以及具体实施方式,即通过市场手段发挥电网的基础作用,缓冲风资源与热负荷不平衡,进而实现二者的解耦。上述策略在张家口可再生能源示范区实施,提升了风电参与供暖的积极性,降低了用户购电成本,为风电供暖推广实施提供实践范例。
Wind power heating is an important measure to improve the utilization of wind resources in China. However, under the traditional mode, all parties are not willing to participate wind power heating due to the restrictive factors such as the investment cost of wind power enterprises, the operating benefit of grid enterprises and the electricity price expectation of heating users. In this paper, the physical properties of wind power heating are reconsidered from the perspective of power balance and source-network-load coordination. "Return to electricity, trade by market" is proposed as the core concept of wind power heating mode and the specific implementation way is also given in this paper, from the perspective of promoting the reformation of electric power system and the coordination of source, network and load. The market means are utilized to play the role of power grid's buffering imbalance between wind power and heating load so as to realize the decoupling between them. The strategy above is implemented in the Zhangjiakou renewable energy demonstration area. It has promoted the enthusiasm of renewable energy stations to participate in wind power heating, and significantly reduced the purchasing cost of heating users, providing a practical example for large-scale implementation of wind power heating.
