英加水电消纳市场和外送方案研究

Study on Consumption Market and Delivery Scheme of Inga Hydropower

刚果河是世界上水力资源最为丰富的大河之一,其中超过40%集中在刚果(金)下刚果省的英加地区。自上世纪五十年代大英加工程设想提出以来,英加水电的开发和外送一直受到全世界的关注。然而,受限于建设资金和消纳市场等问题,目前开发率尚不到百分之三,具备巨大的发展潜力。从消纳空间和比较优势两方面分析了英加水电的潜在市场,并结合电源开发进度提出了输电方案。分析表明,大英加工程作为非洲重要的清洁能源基地,其外送电力在西部非洲、南部非洲和北部非洲具有较强的竞争力。加快大英加水电开发和外送对推进非洲能源互联网建设、以清洁和绿色方式满足整个非洲电能需求具有重大而深远的意义。

The Congo River is one of the largest river in hydropower resources in the world. More than 40% of its potential is concentrated in Inga region in the Kongo Central province of Democratic Republic of Congo(DRC). Since the concept of the Grand Inga project was put forward in the 1950s, the development and consumption of Inga hydropower has attracted worldwide attention. However, due to problems such as investment and market, less than 3% of hydropower potential is developed and the latent capacity is still huge. This article analyzes the possible market of Inga hydropower from the aspects of market space and comparative advantage, and proposes a delivery scheme in consideration of the development schedule of this giant project. The results show that the Grand Inga project, as an important clean energy base in Africa, has a strong competitive advantage over power generation projects in western Africa, southern Africa and northern Africa. Accelerating the development of the Inga hydropower development and delivery has important and far-reaching significance in promoting the construction of Africa energy interconnection and eventually meeting the future electricity demand of Africa in a clean way.
