摘要 社交媒体技术在实践上和概念上都代表了美国公共外交的重要发展。本文分析了美国公共外交中关于社交媒体角色的政策话语,以此来描述美国公共外交实践的概念发展。本文批判性地评价了美国的战略观点,包括技术与公共外交,所谓的"公共外交2.0"时代出现后的公共外交与传统外交之间的关系,以及这些发展的共同潜在本质是如何复杂化软实力的效用,并以此来阐释公共外交。 Social media technologies represent a significant development for US public diplomacy: both in practice and in conceptualization.This article analyzes policy discourse regarding social medias role in US public diplomacy to characterize conceptual development of US public diplomacy practice.It critically assesses US strategic arguments for technology and public diplomacy,the relation of public diplomacy to traditional diplomacy after the so-called 'public diplomacy2.0'turn,and how the collaborative potential of these developments complicate the utility of soft power to justify public diplomacy.
